Update on Collective Bargaining with MPCTA (Mar 31st and Apr 7th)

On March 31st and April 7th, 2017, the Monterey Peninsula College Teachers Association (MPCTA) and Monterey Peninsula College (MPC) met to negotiate a new MPCTA collective bargaining agreement (CBA).  Under law, the parties will continue to honor terms of the prior contract during the negotiations.  

Proposals were exchanged on the following items:

  • Art. 6 - Grievances
  • Art. 8 - Leaves
  • Art. 9 - Benefits
  • Art 11 - Calendar
  • Art 14 - Exh. G - Evaluations
  • Art. 17 - Extra Duty & Ext. Year Pay
  • Art. 20 - Part Time Temporary Faculty
  • Art. 23 - Division Chairs
  • Art. 24 - Statutory Changes
  • New Art. - Professional Duties

During the negotiations, the parties reached a mutual understanding on Article 24.  The parties further reached a mutual understanding on most aspects of Articles 6, 8, 14/Exh. G, and 20.  The parties also discussed methods to restructure the work year (Art. 11) and extra duty and extended year pay (Art. 17) in light of recent STRS concerns.

MPCTA provided a March 31st counterproposal to MPC regarding Article 23 (Division Chairs), which responded to the District’s November 18th proposal.

  • As a part of bargaining the impacts of the District’s planned restructuring of Academic Affairs, MPCTA and MPC are bargaining modifications to Article 23. 
  • The District’s November 18th proposal had relieved Division Chairs of managerial aspects of the position and provided compensation (through Article 17 revisions) to department chairs in recognition of their role in department operations.

MPCTA’s Article 23 counterproposal addressed the District’s need to restructure Academic Affairs, to reduce released time, and to acknowledge the role of Department Chairs.  MPCTA’s proposal included:

  • Removal of Division Chairs from Article 23 and reallocation of duties to management and/or Department Chairs; and
  • Establish procedures for selection of Department Chairs and provision of a base salary multiplier for Department Chairs.

MPC views the MPCTA proposal on Article 23 as an acknowledgement of the need to restructure and a significant opportunity to reach an agreement.  MPC intends to present a counterproposal to MPCTA on Article 23 at the next bargaining session on April 21st. 

Future Dates

MPC and MPCTA have negotiation sessions scheduled on April 21st and May 5th, and MPC has expressed its interest to MPCTA in scheduling additional meetings to occur after May 5 if needed.
