Campus Security Incident / Person of Concern (November 8, 2025)

On 11/7/2025 at approximately 1:00 AM a storage shed for the Athletics department was burglarized and several items were taken, including two track and field starting pistols. The incident was reported to MPC Security on 11/7/2025 at approximately 9:00 PM and Monterey Police Department was notified. Video footage of the area clearly shows that the perpetrator was a person known as Richard Balcar, who is known to the College and the Monterey Police department. Monterey Police responded to the call, took a report of the burglary, and conducted a search of the MPC campus and surrounding areas but were unable to locate Mr. Balcar at that time. 

On 11/8/2025 at approximately 2:30 AM, a burglar alarm was activated at the Adapted PE Building. The Monterey Police Department was called and responded, but they were unable to find anyone during their search.

On 11/8/2025 at approximately 3:20 PM a community member reported seeing Richard Balcar in the area behind the Ceramics Arts building. Mr. Balcar is not allowed on campus, therefore Monterey Police Department was called, they conducted a search in the area but were unable to locate Mr. Balcar at that time. Later that evening Monterey Police Department informed MPC Security that Mr. Balcar had been found and was arrested and charged with felony burglary. 

Richard BalcarSee something, say something: If anyone on campus sees Mr. Balcar on campus his presence should be reported by calling MPC Security (831) 646-4099 or call 911 immediately so Monterey Police department can respond. Mr. Balcar has been ordered to stay off the MPC campus due to his involvement in several safety incidents and security breaches into campus facilities and his presence on campus is a violation of that order.
